How Can We Secure the Border if It’s Not Even Marked?

This article describes an incident in which Mexican troops accidentally crossed the border into the U.S. and confronted a U.S. Border Patrol agent.  It seems that the border isn’t even marked!

“Our understanding is that this encounter stemmed from a momentary misunderstanding as to the exact location of the U.S.-Mexican border …”

For all the talk we hear from our leaders about “securing the border,” wouldn’t you think the first step would be to at least put up a simple barbed wire fence with signs on the posts?  Or something?  This seems to illustrate that a lot more action is needed.  If I were president, we would already have the border “marked” by manned guard towers spaced every 200 yards along the full length of the border from the Gulf coast to the Pacific.
